My December MAT score is 603. Is there any chance for NIT, Warangal and NIT, Rourkela?

No, there is no chance of getting seat in this colleges. Only B.Tech students have the option to study here. -
Congratulations for your good score, but sorry to inform you that you cannot get admission in NIT- Rourkela and Warangal, as NIT-Rourkela and Warangal has eligibility criteria where it is mentioned that the students who studied B.Tech in any stream are only eligible to apply for the MBA admissions. -

NIT-Warangal generally accepts MAT score of above 600 and they recommend you to send the application via courier. I would suggest you to go through their website as the notification is already out.
NIT-Rourkela has also released notification for admission into the MBA programme for the year 2018. The process is online.
I would suggest you to apply for both institutes as your MAT score is decent.
