Should I take CS branch in UPES or civil branch in MMMUT if I want to prepare for IAS-IES after B.Tech? I'm interested more in CSE.

I will prefer CS branch. Because you also know that the scope of CS is very wide. And CS is on the top of all branches. But you should go with your interest.

See, it all depends on your interest. As you have said that you want to prepare for UPSC after B.Tech, you can go in this line or prepare for this from both streams.
But as you have said that you have more interest in Computer Science, you should go for the Computer Science option. -
The answer to your question is in question itself. You said you have more interest in CSE. So you should go for it.
See, preparing for UPSC and the branch you take in engineering have no connection at all. So you can take either CSE or Civil.
But I will suggest you take the branch in which you have interest.
The subjects in the 1st year are same for all the branches. Subjects change from the 2nd year.
If you have interest in Civil Engineering, your maths should be good. It has subjects like Structural Design, and others which have Application of Physics, Forces, Mechanics, Maths. So if you like these subjects, you can choose Civil.
