B.Tech, BE and BE Hons degrees are similar degrees with only nomenclature difference. BITS Pilani is a deemed university and had collaboration with USA universities initially. In early 70s university included compulsory 4 courses on Humanities in then 5 years engineering degree courses syllabus in line with USA universities and rebranded its degree as BE Hons to differentiate from IITS and other engineering colleges. This provision of inclusion of Humanities courses was then a unique concept in Indian technical education. University has not changes it ever since, for the sake of consistency. -
Honours degree has a prominence and advantage over other degrees. The curriculum differs in each of these cases.

No, you cannot get admission at BITS Pilani with 60% marks. As per the eligibility criteria students must qualify Class 12 with 75% marks from the recognised board. It is mandatory for students to qualify the eligiblity criteria. The institute also accepts admission based on the entrance exams.
