Eligibility for B.COM-
10+2 (any stream) from a recognized board of education.
Commerce stream is however preferable.
No entrance test. Admissions are strictly on merit basis.

0+2 (from Science or Commerce stream) from a recognized university can go for it.
If you want to pursue it through a regular course than you need to fill up the form once the admission starts (in mumbai between july to August) based on the percentage admission is given. And if you are opting for a correspondence course then you just need to fill up the form. If in Mumbai than you may take admission from Mumbai university Kalina and which is completely online.
