Social works is one of those careers in which one can make a difference in people's lives. India is developing country. There are large disparities in various sector of society. India has a very large number of NGOs working in various field to overcome social challenges. Government regulation on Corporate Social Responsibility has also brought corporate investment in Social sector. Therefore, there are a large number of career opportunities for MSW graduates. Personally I will recommend MSW over MPA. We volunteer our time & effort on Shikha.com to contribute and make small impact in the life of unknown students.

It's difficult to compare, but if you are in the search for a job, you should focus on civil services examination, especially IAS.
