Yes the M.E students pursuing master's course in engineering are eligible to get the stipend provided they need to do a teaching assistantship during the tenure of their education. -
The stipend is given in forms of teaching assistantship.

It is not the stipend but teaching assistantship programme in which you will have to share some of the allocated work assigned to you. It is based on interview and academic scores you get in the first sem. Generally, there is a lot of work so most of us manage to get it, the stipend is 50000 per semester.

No, you cannot get admission at BITS Pilani with 60% marks. As per the eligibility criteria students must qualify Class 12 with 75% marks from the recognised board. It is mandatory for students to qualify the eligiblity criteria. The institute also accepts admission based on the entrance exams.
