Applying for GATE exam can be done at only ONCE?

i am persuing b.tech 3rd year. am i eligible to apply for GATE exam by the end of 3rd year, or by the end of 4th year?also if i cleared GATE exam and if i want to persue my M.Tech after 3-4 years then, may I ?i mean the gap after B.Tech and before M.Tech is affordable or not?
