I guess there won't be a big issue because of that since having tattoo doesn't show anything I would advise you to inform the invigilator or supervisor that you are having a tattoo so that he doesn't complaint anything.

Hello Naveen Nani,
Check the eligibility criteria of the EAMCET exam in the link below, if there is no such rule, you are surely allowed to appear, but understand that tattoo should not be anywhere related to the course.
