    There are no restrictions on personal choices in Indian higher education institutions such as IITs.

    There is no particular rule that is stopping you from doing it. It is allowed in nearly all places except the forces like police and army.

    No problem. You can create tattoos on your face too and no one will ask you why.

    Yes, Definitely. No restrictions. But if you want to pursue services in Defence or Civil Services there are some rules for tattoos or tattoos are not allowed.
