There are no restrictions on personal choices in Indian higher education institutions such as IITs.

Yes, there are no restrictions in IITs related to tattoos; it's your personal choice. But if you are a student at any of the IITs, preparing for exams like CIVIL SERVICES, DEFENCE SERVICES or any UNIFORM SERVICES, then you should avoid tattoos to not get stuck in medical stage of exams.

There is no particular rule that is stopping you from doing it. It is allowed in nearly all places except the forces like police and army.

Yes, Definitely. No restrictions. But if you want to pursue services in Defence or Civil Services there are some rules for tattoos or tattoos are not allowed.
