Are IGNOU's B.Tech programmes recognized by AICTE? What is their eligibility criteria?

IGNOU offers B Tech in Civil Engineering with specialization in Construction Management. The Bachelor of Technology in Construction Management (BTCM) of IGNOU is designed to provide training and continuing education and professional knowledge appropriate for upgrading the Diploma level manpower engaged in managing construction tasks. For B.Tech Civil (Construction Management) (BTCM) minimum maximum duration are 4 Years and 10 years respectively, Course Fee is approximately Rs. 20,000 and Age: No bar Eligibility criteria is a three-year Diploma in Civil/ Mechanical/ Electrical/ Computer/ Architecture/ Chemical Engineering from a recognized Polytechnic or its equivalent. The candidate should be employed/self-employed in equivalent capacity. A recent judgement in Writ Petition (Civil) No. 382 of 2018 delivered on 30 July 2018, the Honble Supreme court of India has ruled that AICTE approval for IGNOU B.Tech. Degree/Diplomas is not necessary.
