Yes, they are allowed. Think about the life of bachelors without mobile phones.

In emeralds degree college "hostel" in tirupati & sv defense academy "hostel "mobile phones are not allowed

No mobile phones are not allowed in hostels of some degree colleges in tirupati and they even have study hours from evening 5pm to 10pm for all students
