If you mean Sikkim Manipal University, then as per its official website Sikkim
Manipal University Directorate of Distance Education is recognised by:
- University Grants Commission(UGC)
- Ministry of HRD
- Member of Association of Indian Universities (AIU)

Yes, as per my search it has AICTE,UGC, DEC approval.
