No, students who do not belong to Andhra Pradesh or Telangana are not eligible for Andhra Pradesh EAMCET as candidate must have passed their class 12th from the Board of Intermediate Education, Andhra Pradesh/ Telangana, so if you are not from these states, you are not eligible.

I don't understand which exam you're talking about. But if you're talking about EAMCET, entrance exam to get into engineering colleges in Telugu States, students other than those who finished 12th in Telangana/ Andhra Pradesh are not eligible for the exam.
