No, 12th class and graduation marks are not important for UPSC exams. Only the minimum criteria of 50% should be fulfilled. For some positions and vacancies minimum marks may be greater than 50% but they do not give any weightage to these marks in selection criteria.

There is no criteria for civil service exams, but for other exams minimum marks in graduation or post-graduation is there.
