While you may find universities for MS without TOEFL or GRE, the chances for getting a visa will be very slim and also you may not have the Surity of getting a job if the universities are average ones. -

It is very difficult to find institutions that offer MS without giving any competitive exams. However, if you search enough you might find one. Recently I have come across a brilliant opportunity which I heard through a close relative of mine. JK Lakshmipat University situated in Jaipur is offering a very interesting programme that gives you an excellent opportunity to do MS at JKLU for one year and the second year in U Mass.
