    Yes, there are few colleges in India offering Bachelors in Education program for physical, visually and hearing impaired student. These students are treated differently than normal students.
    Here are few colleges for these types of student:
    1. Andhra University Colleges of Arts and Commerce, Vishakhapatnam
    It was established in 1996 and is one of the best colleges for education for special candidates.

    B.Ed Special Education is meant for prparing teachers to teach childrens with special needs, such as children with hearing impairment/Mental retardation/Visual Impairment.
    To answer your query, Yes there are Institutes that offer Bachelor of Education in Special Education, some of them are listed below:
    1. Indian Institute of Health Education and Research, Patna.
