Are there any universities in india offering VFX(Visual effects) distance education degrees.MGU Meghalaya is there .But is it UGC approved?

Mahatma gandhi University,Meghalaya is offering BA VFX & animation (i think this is thru distance education channel).Would like to know MGU,Meghalaya is UGC and DEC approved.
