Are there only 3 kinds of government colleges including IITs, NITs and IIITs in India?

There are government colleges other then IIITs, NITs, IIITs in each state. For example, in state of Delhi, other government engineering colleges are DTU, NSIT, GGSIPU, Indira Gandhi Delhi Technical University, etc.
