No, the UPPSC is the name of the state commission that is Uttar Pradesh Public Service Commission (UPPSC) and PCS means the Provincial Civil Service. The PCS is the name of top service in the state (after IAS). The PCS officers are posted as SDM, Project Director and the likes. The PCS officers are
