    UPSC is a Civil Service Examination (CSE) is a nationwide competitive exam exclusively hosted by Union Public Service Commission (UPSC) of India to fill up the post of Group A & B services.
    Staff Selection Commission (SSC) is an organization under GOI usually conduct SSC-Combine Graduate level examination to recruit staff to various Group B & C posts in ministries, departments and organizations of the GOI.

    No they are different exams. UPSC conducts exams for IAS IPS and other all India Services including Group A, B Central Government Services. SSC conducts exam for Group C and D.
