Funding is available to the maximum. But, the problem is in giving a good picture of ourselves. It needs a lot of preperatory work to be eligible. This depends from country to country. In US , universities offer full funding that is annual stipend to Ph.D students. In UK it is hard, and you must look for external funding, however universities do offer scholarships and what they call bursaries. Similarly in Canada it depends from u
