As I completed my Diploma in chemical engineering, is it better to go out for B.Tech? If yes, should I do it Germany?

Many of my seniors told me that Germany is the best for mechanical engineering.
In my opinion, it's better to do your Bachelors in India and go abroad for Masters. This is just my personal opinion.
