As NIT Puducherry is a new addition to the NITs, how do I evaluate such new colleges? I'm very keen to get into CSE / ECE branch in NITs.

You can not evaluate new colleges, as it won't have placement records, no alumni network. You can go by seeing the curriculum, ask the current students doubts. It's better to choose a good college, with good network of alumni than to going for a new college.
