As per UGC website, No State, Private or Deemed University is allowed to open study centers beyond their jurisdiction. Is this true?

So if I am staying in Mumbai, I cannot take admission for long distance MBA course with KSOU or other such Universities through their Mumbai study center. Will it be valid if I take direct admission through online payment, etc.?

BITS is an institution deemed to be a University estd. vide Sec.3 of the UGC Act,1956 under notification # F.12-23/63.U-2 of Jun 18,1964
