I think the best time to start preparing for the UPSC exam is when you know you can give your 100% in the learning of their topics. It usually depends on person to person on how well they are thorough with the concepts to give and pass the exam. So, I suggest starting at the earliest as you can so by the time when you actually give the exam you will be thorough with all concepts.
