Being a psychology graduate student. Can I go for Masters or UPSC preparation?

I would suggest you to do M.A Phychology from any reputed college like TISS / Jamia / DU / or other reputed university.

After that you will get any job opportunities in private and goverment sector. Secure a job and then can prepare for UPSC / PCS along with job.
