Can a 12th failed student pursue animation course?

Yes , probably this is the possible best career option utilizing the time . Animation is an industry , where only academic output is not considered as key skill or a filter to judge a candidate. Though it is known as Animation industry but the whole pipeline is containing a number of domains that starts with 2D , sketching, then it has domains like 3D modeling, texturing , rigging, animation, lighting, vfx ( 2D & 3D ) & rendering , compositing & editing . It involves people with different skill set like drawing, acting, mimicry, photography, coloring and many more . It promises same life style and professional growth for the people in its all diff domains. But also i suggest , simultaneously you clear your 12th subjects ( though no immediate hurry ) and then at least complete a graduation ( distance course)in any domain. It will help you to build a beautiful and stable career with growth.
