Can a 23 year old join NDA (Nigeria Defence Academy)?

It is stated that applicant who wishes to join the Nigerian Defence Academy should be 17years old and not more than 21years old in the month of entry September. This simply means you are supposed to be at least 17years before you can apply and be accepted into the Academy, and if you are above 17 years, it should be between 18-21 and you shouldn't be more than 21 years even with a day. So if you're born between these months ( January to August) of 2000. As per my information, a 23-year-old person cannot join NDA as the age group required for NDA Entrance is between 18-21. So, I think you are ineligible for this.
