Can a B.Com graduate apply for LL.B? I want to do 3 years LL.B course.

Hello Akshay, A 3 year LLB course can only be taken by a graduate. You are eligible for it.

Yes, why not. LL.B. is for every student who has completed graduation. As for application, MH CET LLB 3 years (I.e. the entrance exam) is mandatory. Stay glued to Maharashtra DHE website for information.
