Can a B.Sc 2nd year drop out from other University opt to take admission in B.Sc 3rd yr from IGNOU or any other institution after 6 yrs gap

One of my acquentance opted to drop after completing 2nd year B.Sc. From a university in Maharashtra. Now after passage of 5-6 years she wish.

Maybe but all university not take admission direct in any college, but some university take admission list li below.
