Can a Commerce or Arts student apply for an EMT course?

Generally, no. The majority of EMT programs are going to require a Science family background with a Biology in Class 12 for admission.
There are a few private institutes that will offer basic or technician level EMT training to non-science background students, but educational and career opportunities
