Yes, a dropout can apply for undergraduate UGAT any NIT, IIIT on the basis of his/her JEE Mains rank. If you have passed 12th in 2018 and dropped one year then you can apply in 2019 on the basis of your rank of JEE Mains 2019. Best of luck.
