Can a GRE score of 308 & 9.09 CGPA in UG fetch me admission in Virginia Tech., Pennsylvania State University or in University of Minnesota?

My complete GRE score is Q-161, V-147, AWA-3.5 and have not given TOEFL. I have worked for an international NGO (Rotaract club) and as a student leader of technical chapter IEEE communications in VIT, Lors from doctorate professors under whom I had done my mini projects. I have no publications yet.
