Yes, Maharashtra candidate can apply through MAT score also. MAT score is considered under all India quota where scores of CAT, ATMA, CMAT are also accepted along with MAT. So, it is difficult to tell exact MAT score required. However, cut-off for All India quota was around 98percentile last year.

Yes Maharashtra candidate can also apply through all india quota. Also there is only one cutoff for all india seats, as per my knowledge last year's cutoff was around 98 percentile.
