GRE is to be written when you want to pursue masters in USA or Canada. And any graduate is eligible for GRE.

Yes, You can do GRE after any Graduation from a recognized university.

You can take the GRE at any point of time. There are no restrictions.
The question is, why do you want to take the GRE? Are you planning to apply for another masters degree or a PHD degree?
