Can a school deny to give the admit card to a student of class 12th?

My daughter has completed her 2nd pre-boards & got failed in economics which is her main subjects. She is having 6 subjects but the school is denying to give her admit card because she is failed in it. Also, she gave a re-test for the same but couldn't score well in that too.

Yes, it can deny on the basis of your performance in pre-board exams, class conduct, regularity, and if you seem to be a continuous nuisance to your school authorities.

Yes, it can. If you have any problems with your attendance/marks in test/fee, normally schools don't do that.
