The eligibility criteria for UPSC Civil Service Examination says you need to pass your graduation. There's no requirement of marks in aggregate or in individual years.

Hello, the UPSC exam needs your graduation degree for appearing in exam, and it doesn't matter that what marks you get in each semester of you under graduation programme and it only needs you degree of graduation. So, try to pass out with good marks.

The UPSC will consider your graduation certificate. It will not see how many marks you have got in 1st or
2nd year. So, concentrate on your graduation and see that you get good grades in your 4 years of
    graduation.
