Can a student from another state apply using MHT-CET?

MHT-CET (Maharashtra) is primarily for state domicile students for government-aided and autonomous colleges in those states. Non-state students can attend the same private colleges via JEE Mains or the college's own entrance — a domicile certificate is not required for private colleges.
