Can a student get admission in a college for B.Tech as he/she failed in two subjects in class 12th?

No way, he/her must pass remaining subjects to get promotion to engineering.

No, engineering college doesn't offer a seat to the students who's score is less than passing marks in 12th. You can give board exam next year and then take admission in any good engineering College.
