Shourya, a student with diploma in Mech.engineering.can go for B.Tech Aeronautical/ Aerospace as first year syllabus for all the branches is almost same. Of course, after the clearance of state level lateral entry eligibility test, you will be deemed eligible for lateral entry admission in an engineering college to pursue B.Tech.
