Of course, after the clearance of state level lateral entry eligibility test, you will be deemed eligible for lateral entry admission in an engineering college to pursue B.Tech.

Yes, many of the colleges allow this. Some of the colleges in the private sector are Lovely Professional University and Oriental College of Technology.

Yes, you can do it. Aeronautical engineering is one of the related courses of mechanical. You can do your graduation in lateral entry. Several deemed and government universities offer it. You can also choose automobile and mechatronics.
