Yes, anyone being in any part of the country can be a part of the prestigious EAMCET exams. Though you might face some obstruction as there may be some fee waiver schemes and special reservation for Andhra Pradesh students and a student from outside has to fight the same as general category students

Candidates should be the National resident of India. Persons of Indian Origin (PIO) and Overseas Citizen of India (OCI) Card Holders are eligible to apply for Andhra Pradesh EAMCET 2022.
