This query perhaps needs to be understood as the possibility of a non-domicile candidate getting admission in Maharashtra because if we strictly go by the wording, then the answer simply is yes. Since, there are centres outside Maharashtra where one can take MHT-CET. This candidate could be a domicile of Maharashtra but studying outside and hence fully entitled, but the second part of the question gives away the real query and that is how many seats non-Maharashtrian candidates can claim?

That's really a Myth, anyone in India can take part in MHT CET. There are seats reserved for Maharashtrian and non-Maharashtra students, in fact there are 12 centers outside Maharashtra where students can give their exams. 85% seats are reserved for Maharashtrian students and 15% for non-Maharashtra students.
Mumbai students open seats are only in 38 colleges, Maharashtra students open seats are only in 20 per college and for outside Maharashtra students or all India open seats are only 18 per college.

Non-Maharashtrians can sit for MHT CET 2017 if they fulfill the domicile requirements as per the state. If the applicant does not meet the domicile criteria, then the applicants may be accepted into the private institutes under management quota if they satisfy the eligibility criteria.
Percentage of seats for non-Maharashtra students is 15% while 85% seats are reserved for Maharashtra students.
