Yes, one residing outside the state is eligible for giving the exams under following cases:-
First, he or she should have a total aggregate of 45 percent marks in his or her 12th and 40 percent marks for SC/ST students.There is already a reservation of 70 percent for the OBC, SC and ST students, general girls, minority girls and physically disabled students.

Academic qualification:
Candidates must qualify intermediate examination of Uttar Pradesh board or Class XII examination or its equivalent examination from any recognized board.Candidates must secure minimum aggregate of 45% without grace.
