Yes, one residing outside the state is eligible for giving the exams under following cases:-
First, he or she should have a total aggregate of 45 percent marks in his or her 12th and 40 percent marks for SC/ST students.There is already a reservation of 70 percent for the OBC, SC and ST students, general girls, minority girls and physically disabled students.
Prior, there was a criterion that aspirants should have his or her mother, father or any closest relative, resident of UP, but now, it has been removed. Now the non-residents are left with 30 percent of which 20 percent are reserved for state board toppers and admissions through many...more -
70% of the seats are reserved for a student residing in UP itself. The other 30% goes to direct admissions, where students how up to the counselling and get admission based on merit in boards.
Within this 70%, there is further reservation based on the OBC (OTHER BACKWARD CLASSES), SC (Scheduled caste), ST(Scheduled tribes), GENERAL GIRLS, MINORITT GIRLS, etc.
A student outside Uttar Pradesh can opt for UPSEE only under certain conditions:
1.if he/she happen to have passed his 11/12th standard from a school or institution lying in the state.

Age limit:
There is no age limit specified by the concerned authority to appear for UPSEE. Therefore, any candidate can apply for the examination.
Academic qualification:
Candidates must qualify intermediate examination of Uttar Pradesh board or Class XII examination or its equivalent examination from any recognized board.Candidates must secure minimum aggregate of 45% without grace. For, SC/ ST category candidates, the minimum aggregate required to be eligible is 40%.The subject combination required in the qualifying examination are as follows:
