no at one time he can do one course
m.tech can be done only after b.tech
4years B.Tech + 1 year M.Tech
u can do B.Tech from any college of Your choice
after completion of B.Tech there is a exam called GATE through which u can alot a seat in M.Tech at IIT

No, not simultaneously Abhinav. For pursuing any post graduate course you need to clear the graduation course. One after the other (M.Tech after B.Tech you can do).
