Can a student pursue M.Tech abroad if his percentage in B.Tech in CSE is above average?

Can he get a scholarship too?

You have many scholarships available at master's level for studying abroad so all you need is a good academic and co curricular record with some work experience. The tests you need are TOEFL and GRE.

Both because GRE is like an entrance and TOEFL is English language proficiency.
