    Yes, a person who has completed Diploma in Aeronautical engineering in a different state can also get admissions in second year directly.

    Bachelor of Technology/B.Tech - Lateral Entry course is offered by Manipal Institute of Technology, Manipal. The B.Tech - Lateral Entry course enables the students to get a lateral entry in B. Tech after diploma and gain quality learning experience that will shape their success in chosen fields. The course is designed for candidates with a 3-year diploma in engineering or an equivalent degree to get direct admission to 2nd year (3rd semester).

    Being a deemed to be university, Manipal has no restrictions to take students only from the state where it is located. Yes, after Diploma you indeed can seek admission in the lateral mode for engineering graduation here. I am attaching a link that will give you all the required information.
