Can a student who has failed a subject in an IPE exam of 1st year pursue PGDM at Parul University?

My cousin got decent marks in all the subjects but failed to pass an IPE of 1st year. He passed every subject in the second year. His father wants him to take PGDM course through management quota at Parul University.
