Can,after doing dipIETE from IETE,a person go for B.Tech through lateral entry scheme in universities like GGSIPU,Delhi?

If a person does diploma from correspondence IETE,then can he go for B.Tech in 2nd year from reputed universities like GGSIPU,DTU etc.?
