You can go ahead. You need to give UPSC exam.
1. Eligibility-
An Indian National Citizen
A graduate in any discipline from a recognized university and
In the age limit of 21-30 years
2. Two papers in prelims- Reasoning Aptitude and English Comprehension. Main exam is entirely subjective.

Exactly, why not.
If the officer holds Graduate degree from recognised board , he can apply for IAS exam.
