Yes, an average Indian student can join St. Cloud State University. All he needs is to qualify english proficiency tests. The criteria should be different for different courses. For MBA and PGDM he needs to have a score of GMAT 470 and above. The tution fees is different for different courses ranging from 13 Lacs to 19 lakh.
